How can I show the widget on the cart page?

To configure the widget to automatically show up on the cart page, update the Form config to "Cart" in the Info settings section. 

the upload widget should now automatically be added to your cart form. 

Product targeting is not supported on the cart page, which means the widget will always be shown no matter what products are in the customers cart.
